A visiting session of the Council for Cooperation of Local Self-Government Bodies under the Council of the Republic of the National Assembly of the Republic of Belarus was held today in Glubokoye.
On the agenda is the construction of residential buildings and infrastructure in settlements with a population of 20 thousand people or less. Members of the VSWMS and members of the Council of the Republic considered problematic issues on the construction of housing and infrastructure facilities in rural settlements and measures to solve them.
The focus is on the construction of housing in the Vitebsk region in 2024, rental housing as a mechanism for securing social workers, the impact of the construction of infrastructure and housing facilities on the development of the city of Glubokoe, Vitebsk region, etc.
"The city of Glubokoye was chosen as the venue for our meeting, a typical small town of Belarus with an ancient history (610 years), a population of about 18 thousand people, and several city-forming enterprises of the food industry. Today, using the example of this settlement, we will discuss in detail everything related to the construction of housing and infrastructure, identify weaknesses and strengths, exchange experience, opinions in order to work out, among other things, legislative ways for the further development of the relevant territories," said Natalya Kochanova, Chairperson of the Council of the Republic. - As our President said: the goal of Belarusians in the Year of Quality is to surpass themselves in all spheres of life. This thesis fully applies to the topic under consideration today."
This task is not new, but very important, the speaker emphasized. "When we come to such small towns, we see how wonderful the aura is here, good people live. We need to do everything so that the young people who are distributed come and stay here, create families, give birth to children. In my opinion, today, by and large, all conditions have been created for people to stay and live in such cities," Natalya Kochanova added.
In the Republic of Belarus there are 115 cities, 85 urban-type settlements, 22,991 rural settlements, of which 738 are agro-towns. In the country, urban settlements account for 1.7% (345.9 thousand hectares), rural settlements - 5.2% (1081 thousand hectares).
Minister of Architecture and Construction Ruslan Parkhamovich reported on the construction of residential buildings and infrastructure in settlements with a population of 20 thousand people or less during the meeting. At the end of the report, Leonid Zayats, Igor Brilevich, Chairman of the Standing Committee of the House of Representatives on State Building, Local Self-Government and Regulations Valentin Semenyako, Assistant to the President and Inspector for the Vitebsk Region Sergei Levkovich addressed the Minister with questions.
Housing construction in the Vitebsk region in 2024 was the topic of the report of the Chairman of the Vitebsk Regional Executive Committee Alexander Subbotin. Minister of Labor and Social Protection Natalia Pavlyuchenko spoke about rental housing as a mechanism for securing social workers. Vladislav Tatarinovich asked the Minister a clarifying question, and the Minister of Housing and Communal Services Gennady Trubilo provided explanations. The Chairman of the Glubokoe District Executive Committee Alexander Shubsky spoke on the topic of the impact of the construction of infrastructure and housing on the development of the city of Glubokoe in the Vitebsk region.
Recall that the Council for Interaction of Local Self-Government Bodies under the Council of the Republic is a collegial advisory body that develops proposals for improving the activities of local self-government bodies and coordinates issues of interaction between them and government bodies.
