During the period of the action "For safety together", which took place in the Vitebsk region from October 14 to 30, the subjects of prevention of the region examined more than 19 thousand households of citizens, of which 5.7 thousand were checked by emergency workers.
Of the surveyed households, 16 thousand are inhabited by single and lonely pensioners, disabled people, families where children are in a socially dangerous situation. Also, more than 1.5 thousand houses of citizens living with alcohol abusers and brothels are under special control.
As part of the campaign, more than 600 performances were held in labor collectives and among the rural population.
Every year, with the onset of cold weather, news bulletins begin to be full of headlines about fires, the causes of which are non-compliance with personal safety rules. In order to remind them and examine the fire-fighting condition of houses, as part of the action "For Safety Together", employees of the Ministry of Emergency Situations and other interested departments conduct raids. A correspondent of "BB" visited one of them in the Vitebsk region.
The main focus of the preventive raid, which we went to with rescuers, was on the examination of stove heating in houses where single people live, families in which children are in a socially dangerous situation, as well as persons leading an antisocial lifestyle.
The first stop is the village of Ananino, where emergency workers have already visited earlier and issued a warning to a man living with a minor daughter. More recently, rescuers found violations of the operation of the furnace in their house: a crack at the furnace, a malfunction of the chimney, the absence of a firebox of the proper size (less than required). Fortunately, the villager took a responsible approach to the issue of security and eliminated violations. For this, the preventive landing presented him with brochures with safety rules.
However, not all citizens take the warnings of rescuers seriously. So, a resident of the village of Vitba ignored the workers of the Ministry of Emergency Situations and continued to operate the furnace with a crack at the furnace.
– We have already come to you, warned you, asked you to eliminate violations, why didn't you do it? – the employees of the Ministry of Emergency Situations addressed the woman.
– We covered up the crack, but the furnace bursts anyway, we plan to switch to electric heating, – replied the hostess of the house.
– But while you're stoking the faulty furnace. It's your safety! You can get carbon monoxide poisoning. When will you fix it? – the rescuers asked.
The woman promised to fix everything in the near future, however, due to non-compliance with the regulations, she was brought to administrative responsibility. Now she needs not only to repair the damage, but also to pay a fine of 0.5 BV within a month, otherwise the "furnace sanctions" will be tightened.
– The main purpose of the raids is to teach citizens to take care of the safety of their households and outbuildings in order to avoid fires and other emergencies. We tell you that before the start of the heating season, furnaces and chimneys need to be cleaned, repaired, cracks repaired, and so on," said Sofia Glinskaya, an official representative of the regional department of the Ministry of Emergency Situations. – We can point out the shortcomings to people, warn them about the need to eliminate violations. Most citizens understand everything the first time, but sometimes they have to take administrative measures. It is important for us not to punish, but to do everything possible to prevent emergencies.
During the raid, rescuers also paid attention to the presence of fire detectors. In every house we visited, they were, however, not always located in the right place: The APIs were lying on the table, but should be on the wall or ceiling in the living room, not the kitchen.
