Sergei Levkovich held a personal reception of citizens in Vitebsk


11 people signed up for a personal reception of citizens with the Assistant to the President - Inspector for the Vitebsk Region Sergei Levkovich.


Sergei Levkovich noted that many of the topics raised, although they seem simple at first glance, require a careful approach. One of the issues that was raised at the reception was the legalization of an unauthorized structure.



An applicant whose parents are divorced turned to the Assistant to the President. She spoke about the difficult situation with the land plot on which a house was built without permission in the eighties. Currently, there is an opportunity to buy out the part of the house owned by the father. The plot of four and a half acres actually includes two houses, one of which is considered illegal and temporary.


To complete the transaction, it is necessary to legalize the existing building, which requires the construction of a fire compartment. Member of the Council of the Republic of the National Assembly of Belarus, head of the Vitebsk regional department of the Ministry of Emergency Situations Sergei Meleshkin, who was present at the reception, commented on the situation, noting that the unauthorized house was built in violation of all norms and requirements.

"In the 80s, such buildings were subject to demolition, since fire breaks were not observed," said Sergey Meleshkin.

He added that today there are options for solving this problem. One of them is the construction of a fire wall made of bricks instead of a fence.

"If such a wall is erected to the full width of the neighboring bathhouse and reaches the ridge of the roof, then the issue with the fire compartment will be resolved. In this case, the requirements for a fire break will be met, the parliamentarian concluded.



The Presidential Aide stressed the importance of complying with minimum safety standards, especially in the field of fire safety, both for the buildings themselves and for the neighbors. Unfortunately, many unauthorized buildings are erected without taking into account these requirements, which creates potential risks.

In addition, the issue of peasant farms was discussed at the reception. Sergei Levkovich called on the chairmen of the district executive committees to pay more attention to supporting farmers who seek to develop agriculture and use land resources efficiently. He noted the need to create systemic support for farmers' organizations.



As for the housing and utilities sector, which were also discussed at the reception, according to the Presidential Aide, citizens are more likely to raise private issues than systemic problems. Nevertheless, he stressed that issues related to the operation of the housing stock, ventilation and sewerage remain relevant. Specialists, in his opinion, are quite effective in solving these problems, although citizens always expect more.




In addition, Sergei Levkovich drew attention to the need to improve the condition of cemeteries and entrances to them, especially in small villages. He stressed the importance of fencing cemeteries, removing dangerous trees and maintaining roads, which requires a systematic approach and control by local authorities.
