Periodic lack of hot water, deterioration of engineering networks in the basements of houses, imperfections left after major repairs, as well as other communal problems were voiced by the readers of "Vitbichi" during the "direct line" with the manager of the housing repair and maintenance trust of Vitebsk Alexander Dabatovkin.

Repair of the entrance in installments

A few years ago, a resident of house No 29, building 3 on Pobedy Avenue, Galina Ivanovna, initiated the repair of her entrance. We interviewed residents, many of whom are pensioners. But most refused due to the high cost of work, and the repair of entrances, as you know, is carried out at the expense of owners and tenants. However, time passes, the condition of common places in the house only worsens, and the woman is not satisfied with this state of affairs.

The manager of the Housing and Utilities Department offered her an option to achieve the desired goal: - Your management company, and this is the Vitebsk City Housing and Public Utilities Department, together with the head of the housing and utilities department, will hold a meeting of the residents of the entrance to find out how much and with what materials you want to make repairs. She will also choose a contractor. If it is a RET, then we will provide an installment plan to pay the cost of work from three to six months. Repair of the entrance can be carried out in winter, so let's solve this problem together.

On the fate of garbage chutes

The call of Svetlana Grigorievna, who lives at 26 Stroiteley Avenue, concerned the lighting on the smoke-free staircase. She asked to install lamps that respond to movement. They also talked about the condition of the garbage chute, the garbage collectors of which are leaky, the contents are scattered around. The resident is definitely in favor of welding the garbage chute shafts, but she also hears negative feedback from other residents on this matter.

Alexander Dabatovkin asked her to be more active in explanatory work among her neighbors: "Garbage chutes will have to be welded sooner or later. But this will be done only after obtaining the consent of the residents of the houses and the arrangement of modern closed container sites in the courtyards with the possibility of separate waste collection. So that the wind and birds do not carry their contents. So far, not a single garbage chute has been welded in Vitebsk this year. In the future, we all need to recognize the importance of addressing this issue and act together.

When will the overhaul take place?

Most of the calls to the "direct line" concerned the need for major repairs of the housing stock. Galina Fedorovna, a resident of house No 11, building 3 on Chkalov Street, complained that the house was already 53 years old, and nothing was known about its overhaul. The house on Pravda Street, 49, according to Svetlana Anatolyevna, who called, passed the examination last fall. There is design and estimate documentation, but the work has not begun. Similar requests were received from Kirov Street, 5, Lazo, 90, 39th Army, 22 and other addresses.

The answer to them is as follows: the promising program for the overhaul of housing until 2028 and the current schedule for this year are in the public domain on the website of the city executive committee. This issue is under the jurisdiction of the customer - the Vitebsk City Housing and Public Utilities (Zamkovaya Street, 4). It is gratifying that with all the difficulties in the overhaul of housing, Vitebsk is adding every year. The finished design and estimate documentation is valid for two years, so the work will begin during this period of time.

Networks in basements leak

46 K. Marx Street (two appeals), houses No 11, building 8 on Chkalova Street, No 62, building 1 on Pravda Street, No 59 on Lenin Street. Callers from these addresses were united by one problem - worn-out engineering networks in the basements, constant flooding of them with fecal sewage and, as a result, unsanitary conditions. One-time responses of utilities to another leak, the townspeople said, do not solve the problem radically. Vitebsk residents have heard about the development by the city authorities for 2025 of the target program "Basements" with funding separate from the overhaul. So they called with requests to turn on their house to update the networks.

Alexander Dabatovkin recorded each appeal so that the most problematic houses got into the program earlier. It is expected to be long-term. For 2025, it is planned to update the networks in 75 houses. This year, 17 were repaired. The result is good. Repairmen, emergency service at these addresses are no longer called, although there are claims from utilities to residents for the use of sewerage networks.

Marriage makers will be corrected

Unscrupulous performance of their duties by employees who performed repair work and left behind unfinished work, forced the residents of house No 23/4 on Sovetskaya Street and No 1 on 1st Dovator Street to call the "direct line". The holes in the entrance were sealed, but they did not bother to plaster and paint, they laid networks, and they did not consider it necessary to restore the surfaces damaged at the same time.

The manager of the trust replied that the marriage makers would be corrected and forced to restore order. Certain work will have to be done by utilities when studying the merits of other signals received from citizens. Delay in removing a dried tree at one of the entrances of house 24, building 2 on Chernyakhovsky Avenue, lack of lighting in the basement of house No 90 on Lazo Street, improper maintenance of house No 6 on 5th Frunze Street, the correctness of charging for heating at several addresses... These and other problems were taken under control by the specialists of the Housing and Utilities Department to respond to the requests of citizens.

Alexander Leonidovich received a call from 29 citizens. We received several more appeals to the newspaper's chatbot. On a number of appeals, the manager of the Housing and Utilities Department gave instructions to his subordinates online. Even during the "direct line", reports were received from the heads of the housing and utilities department on the restoration of lighting on the first floor of one of the entrances in the house at 26 Tereshkova Street, building 1 and hot water supply in houses No 14 on Tereshkova Street, No 119a on Titova Street. The head of the Housing and Utilities Department went to some addresses after the "direct line" in person. The rest of the problems were dealt with by the utilities later.
