Belarus’ constitutional foundations remain in the focus of the president’s attention, Deputy Head of the Belarus President Administration Olga Chupris said, BelTA has learned.
On 13 March, the National Library hosted a presentation of the theoretical and practical commentary to the Constitution of the Republic of Belarus. It was prepared in pursuance of the instruction of Belarusian President Aleksandr Lukashenko of 1 April 2022 to clarify the constitutional and legal meaning and content of constitutional principles and norms, to ensure proper understanding and strict compliance with the Constitution.
“The publication of the theoretical and practical commentary to the Constitution wraps up the extensive work that began with the development and adoption of the updated Constitution. The document is remarkable not only for its content, but also for the fact that the work on it was supervised by the head of state. The president of our country approved the team that worked on the document and this team remained unchanged, and we coped with the task,” said Olga Chupris. “In addition, in accordance with the instructions of the head of state, the government was also involved in the work. The entire process was overseen by the Belarus President Administration, since the constitutional foundations of our country have always been and remain in the focus of attention of the head of state. He personally participated in the discussion of the provisions proposed for the updated Constitution. Each prospective provision was analyzed for its viability and unambiguity. Therefore, it is obvious that the document was to be developed in the same vein, which was actually done.”
The theoretical and practical commentary was prepared under the general editorship of Chairman of the Constitutional Court Piotr Miklashevich, Deputy Head of the Belarus President Administration Olga Chupris, Head of the Constitutional Law Chair of the Law Department at Belarusian State University Grigory Vasilevich. The team of authors includes highly qualified lawyers, including judges of the Constitutional Court.
“I believe that the well-coordinated and well-organized work of the authors and the editorial board have resulted in the document that unpacks the essence of constitutional provisions and constitutional values. I hope that this commentary will become a useful explainer for students, law school teachers, legal professionals, and civil servants, as well as ordinary citizens who care about the future of their country and want to see order here. This was the purpose of this work,” added Olga Chupris. “We fulfilled the instructions of the head of state - we published the commentary in the run-up to an important milestone for our country - the 30th anniversary of the Constitution of the Republic of Belarus. I congratulate you on this wonderful day, I wish you fruitful work, constructive interaction, and many successes in addressing the problems facing us,” she added.
The commentary will be used to explain the provisions of the Constitution in labor collectives, educational institutions, among all segments of the population in order to cultivate a respectful attitude to the Constitution of the country, to raise awareness of their constitutional rights, freedoms and obligations and to promote the understanding of the importance of strictly observing the constitutional norms in daily life and professional activities.
