How can a foreigner obtain a temporary (permanent) residence permit or obtain citizenship of the Republic of Belarus?

Belarus attracts foreign citizens with its tranquility and hospitality. People from different countries are moving to our country. And, as a rule, the first authority they turn to is the Department of Citizenship and Migration of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee.

Foreigners who wish to reside permanently in the Republic of Belarus must obtain a permanent residence permit and be documented with a biometric residence permit.

To obtain a permanent residence permit in the Republic of Belarus, foreigners must have the grounds provided for in Articles 53, 55 of Law No. 105-Z of 01/04/2010 “On the legal status of foreigners in the Republic of Belarus”. Permanent residence permits are issued to foreigners who are close relatives of citizens of the Republic of Belarus permanently residing in the country, have the right to family reunification, the grounds for acquiring citizenship of the Republic of Belarus in the order of registration, were previously citizens of the Republic of Belarus; are employees and specialists that organizations of the Republic of Belarus need, are Belarusians, as well as persons identifying themselves as Belarusians, and their descendants (blood relatives in a direct line: children, grandchildren, great-grandchildren) born outside the modern territory of the Republic of Belarus.

The right to family reunification has a spouse, disabled parents and adoptive parents who are dependent on a citizen of the Republic of Belarus or a foreigner permanently residing in the country.

In some cases, the right to family reunification may be granted to other relatives: stepmother, stepfather, half-brothers and sisters of citizens of the Republic of Belarus and foreigners permanently residing in the Republic of Belarus, if the inviting person or the foreigner who has applied for a permanent residence permit , sufficient housing conditions, as well as the inviting person has a legal source of income that provides him, his spouse, children, including adopted children under eighteen years of age, with the subsistence minimum established in the Republic of Belarus for the period of consideration of the application .

To obtain a permanent residence permit, foreigners have the right to apply to the diplomatic authorities of the Republic of Belarus in the country of residence or to the citizenship and migration unit of the Department of Internal Affairs at the place of intended permanent residence in the Republic of Belarus.

For citizens of Latvia (as well as persons with the status of non-citizen of Latvia), Lithuania and Poland, Israel, documents for obtaining a permanent residence permit in the Republic of Belarus are accepted without an entry visa. At the same time, decisions on issuing permanent residence permits are made as quickly as possible.

Citizenship of the Republic of Belarus is acquired: by birth, as a result of admission to citizenship, by registration, as a result of restoration of citizenship, by international treaties of the Republic of Belarus (Agreement with the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified procedure for acquiring citizenship).

Documents issued by the competent authorities of foreign states, except for documents proving the identity of a citizen (passport), are accepted if they are legalized or have an apostille. Documents drawn up in a foreign language must be accompanied by a translation into Belarusian or Russian, certified by a notary (it is recommended that the translation be carried out on the territory of the Republic of Belarus or on the territory of a foreign state in the diplomatic authorities of the Republic of Belarus).
